A leaked OS is basically an unapproved OS from BlackBerry.
BlackBerry periodically releases updates which must be approved by individual carriers (networks) and before they’re approved they are classified as leaks.
Some leaks end up being official releases on some network and not others.
This does not mean leaks are any less unstable but it’s worth sticking to official releases if you’re not a 100% sure of what you’re doing or you need your device for work purposes.
