BidReview, a new Irish platform designed to introduce an independent review step into the tendering process, has just been launched. Acting, as founder Tony Corrigan describes, as “the auditor for your tender.”
Ireland’s public procurement market is worth more than €21 billion annually, yet one in four government contracts receive one or zero bids. Despite 80% of contracts being won by SMEs, the majority of small and medium-sized businesses do not compete for them.
Built from analysis of more than 750 winning tenders and over 3,500 public sector competitions, BidReview scores submissions against the core pillars used by government evaluators. The platform provides businesses with an evidence-based assessment of competitiveness before submission, identifying where proposals are strong and where improvement is required.
Speaking following the launch of BidReview, founder Tony Corrigan said: “You wouldn’t submit your company accounts without an independent audit. You wouldn’t launch a product without testing it. Yet businesses regularly submit €250,000 tenders without any objective assessment of their likely score. BidReview will fill that gap.
“AI tools have made it faster to generate a bid but faster doesn’t mean better. Because of AI’s use in tendering, evaluators are now seeing more generic submissions. But the real advantage comes from understanding how a buyer will actually score your response. That’s what BidReview is built to do.”
BidReview aims to make ‘bid review’ a standard step in the tendering process and is targeted at business owners and managing directors of companies who view public contracts as a growth channel but lack clarity on competitiveness before submission.
Tony Corrigan brings more than 25 years of experience in procurement advisory, working with SMEs across multiple industries. He previously founded TenderScout, a procurement technology platform that assisted companies across thousands of competitions.
