An MVNO is a mobile virtual network operator.
In Ireland Tesco mobile is an example. It runs off the O2 network infrastructure.
Google now seems to be testing as an MVNO in Spain.
According to http://www.elotrolado.net/hilo_google-voice-llega-a-espana_1675455 Google has sent sim cards to a number of people along with a Google Nexus S phone. With Google voice rumoured to be coming to Europe (more on that soon) the MVNO could be a real runner for Google as it seeks to expand its control over android following its purchase of the handset maker Motorola.
